CARD4ALL is a transfer network that focuses on the introduction of cutting-edge services and technologies through a citizen card system. The digital product research initiative aimed to help the City of Aveiro identify the optimal approach for the implementation of this multifunctional card that consolidates key municipal data such as parking availability, transportation options and school schedules, improving the overall efficiency of district services through a centralized system.

To achieve this goal, a citizen-centered design approach was adopted that puts the needs and preferences of local residents at the forefront of the design process. This approach ensures that the final product is tailored to the unique needs of Aveiro’s citizens.

Due to the complex nature of the project, we conducted a series of interviews with various City Hall stakeholders representing different departments. Our goal was to gain a deep understanding of the client’s vision for the proposed product and to determine the specific problem the product would address. We then felt the need to find out the User Value Perception, analyzing the behavioral observation, verbalizations, and actions of the end-users, the citizens. The collected findings were then presented to City Hall for validation and prioritization of needs.

One of the biggest challenges of this project was the involvement of numerous stakeholders and third-party systems from various providers. To determine the final architecture and design of the product, we conducted extensive consultations with all providers, a critical step in achieving successful project outcomes.

With LOAD’s support, Aveiro City Hall developed a comprehensive strategic plan for the implementation of the Card for All. This multi-faceted plan was designed to promote social inclusion, facilitate local trade, enhance urban mobility, and foster sustainable living, ultimately transforming Aveiro into a smart city with smart citizens.
Implementing this card required careful consideration of the appropriate technology to be deployed at Aveiro City Hall. To ensure the transferability and replicability of the solution in different contexts, it was important to adopt a flexible approach that could adapt to changing circumstances and evolving user needs.

The Card for All solution consists not only of a physical card, but also a mobile and web application that supports service management and analytics.
